The main criticism that is made to the activity of interest groups representation before the institutions of the European Union, again and again, even after the implementation of a framework for these activities, is linked to their destabilizing impact on the balance between, on the one hand, the representation mandate (of citizens and Member States) that the decision-maker must fulfill and, on the other hand, the force of impact exerted by the interest groups which shifts the formulation of his point of view in terms of incarnation of the general will. Thus, considering further developments of the normative framework for the exercise of interest representation cannot be done without granting a central role to the balancing merit of the quest and explicit affirmation of institutional autonomy.
